The tireless voices that speak for the voiceless- human rights organizations such as Amnesty International (AI), Human Rights Watch (HRW), the Human Rights League of the Horn of Africa (HRLHA) and others that have for decades told the world about gross human rights violations in Ethiopia- caught the attention of the world. The EPRDF government promised to change its abusive behavior and transform the country into a democracy. However, it didn’t take long for the New- EPRDF government to return back to its abusive policy and turn a deaf ear to the citizens’ demand for justice, equality, and freedom.

The Human Rights League of the Horn of Africa (HRLHA) relentlessly has expressed its concerns several times  (Please, see at the foot note some HRLHA’s release links) to the Ethiopian authorities regarding the inhuman treatments against the unarmed  Oromo civilians by the Ethiopian Federal military and Oromia special  squad force deployed under unofficially declared Command Posts which imposed themselves for over one year in the West Wallagga, South in Gujii, Boran and Central Showa  Zones Of Oromia with the pretext of hunting the Oromo Liberation Army, which the government officially named “OLF Shane or Shifta”. 

The recent reports the HRLHA received from these militaries- seized zones of Oromia shows that gross human rights violations, and government-sponsored killings, forced disappearances, rapes, detentions, property destructions, and cornification, etc. are daily committed by the Federal Military and Oromia special squad force. 

The recently declared  State of Emergency in Ethiopia on April 10, 2020, to Counter and Control the Spread of COVID-19  directives gave sweeping powers to a Command Post, including the suspension of fundamental and non-derogable rights protected by the Ethiopian Constitution, the African Charter on Human and Peoples’ Rights, and other international human rights treaties to which Ethiopia is a party.

The Ethiopian Federal Military and Oromia special squad force uses the state of emergency to control the spread of COVID-19 as an excuse to pick up thousands of Oromo youths, mothers, fathers, family members, and party (OLF & OFCO) members and supporters from their homes and workplaces all over Oromia and put thousands in jails. 

The Ethiopian government detained OLF opposition political leaders on three separate occasions during the last two years.  The first round was in 2018 which included the OLF military commander Colonel Gemechu Ayana and others; Gemechu Ayana was released after eleven months and his nineteen inmates are still languishing in prison (See, HRLHA’s Release).  The second round was nine OLF officials arbitrarily arrested by police on Feb 29, 2020, after their residence was surrounded throughout the night and invaded by heavily armed security and kept in police custody. Though eight of the arrested officials were released after twelve hours at 3rd Addis Ababa Police station, Abdi Ragassa, the central committee member of OLF is still languishing in confinement (See HRLHA’s Dispatch). The third occasion was the recent mass detention in which Oromia News Network (ONN) journalists, medical doctors, school teachers, individuals and family members including the OLF leader Mr Dechas Roba who have been

arrested in Robe town Bale zone recently.

Although it has been difficult to identify everyone by their names, HRLHA has confirmed that 169 death and 264 detentions. The following were among those killed and arrested recently in Oromia different zones by the Federal military Oromia Special squad force.

However, throughout two years of PM Abiy Ahmed’s rule, gross human rights violations in Ethiopia in general and in Oromia Regional state, in particular, have failed to attract sufficient international attention and hold the government of Ethiopia fully accountable for its actions. This has occurred for several reasons. First, the PM Abiy Ahmed promised the world that he would stop the crimes against humanity that had been committed for twenty-seven years before he came to power, release many political prisoners, and allow opposition political parties to operate freely in the country. Secondly, Ethiopia’s Prime Minister Abiy Ahmed admitted in front of the Ethiopian legislators that the Ethiopian security institutions tortured and committed “terrorist acts” against its own citizens in the past, promising it will never happen again.    
For these reasons and others, the international community often fails to fully scrutinize allegations of human rights violations in Ethiopia and, for those that do, demand change as well.  This is concerning and must change, as the government appears to be escalating its violations in recent years with marked effects on the future of Ethiopian continuing as a democratic country.
Recommendations
1. Urgently allow access to an international, thorough, independent, impartial and transparent investigation into all of the deaths resulting from alleged excessive use of force by the security forces, and other violations of human rights in the context of the protests
2.   Immediately and unconditionally release journalists, political opposition leaders, and members as well as civilians arbitrarily detained in Oromia and other regional states 
3.   Ensure that those responsible for human rights violations are prosecuted in proceedings which comply with international law and standards on fair trials 
4.   Fully comply with domestic, regional and international legal obligations and commitments including, under the International Covenant on Civil and Political Rights, the African Charter on Human and Peoples’ Rights 
5. Investigate all persons accused of serious violations of international humanitarian law and bring them to trial as soon as provisional immunity measures end.
